The Dissertation is devoted to the study of conceptual groundwork by the American think tanks directed at providing foreign-policy and safety strategy for the USA. The paper also examines the theoretical and methodological as well as political and ideological features of their evaluation and imaging of the Russian Federation's foreign policy. Utilizing potential of such centers, the US administrations provide pluralism of opinions, ideas, and recommendations that make up the backbone of the White House's international policy. These propositions undergo adjustments initiated by the President's subjective vision and by his aides. The dissertation features an analysis of the hierarchy of the modern system in forming and activity of the American think tanks, with the basic methodological principles in their research activity being elucidated and systematized. The suggested rating has been founded on level of their impact on decisions and actions by the US authorities in the world arena. The cause-and-effect ties between expert imaging of Russia's foreign policy and the specifics of the US political line towards this great Eurasian power have been explicated and structured.
