Essay

Dissertation is dedicated to the research of international legal regulation of interstate cooperation in the sphere of non-navigational utilization of transboundary water resources. Theoretical and practical aspects of this issue have been investigated. Tendencies of historical development of international law rules governing issues of non-navigational utilization of water resources have been analyzed. It has been shown what influence the codification activity, performed by international governmental and non-governmental organizations, has on development of international legal regulation in the mentioned sphere. Provisions of framework Convention on the Law of Non-Navigational Uses of International Watercourses dated 1997, which contains universal principles of non-navigational utilization of transboundary water resources, have been analyzed. Certain part of work is dedicated to the research on rules set forth by Convention on the Protection and Use of Transboundary Watercourses and International Lakes 1992, which creates basis for regional cooperation. The most essential elements of basin management principle in the European Union, as provided for in Directive 2000/60/ЕС, establishing a framework for Community action in the field of water policy, have been reviewed. Agreements concluded by Ukraine in the sphere of non-navigational utilization of water resources, common for Ukraine and neighboring states, have been researched.
