Essay

Innovative development as a global trend and a vector of social progress. Investigation of basic patterns and problems functioning of education in Ukraine, development of model transformation of education for institutional factors and justification of innovative development of practical recommendations on its formation in Ukraine to sustainable economic growth. Methods: deduction and induction, dialectical and historical methods, qualitative analysis and scientific method of abstraction, analysis and synthesis, structural and systemic approaches, econometric analysis, economic modeling, statistical analysis. A theoretical model of education as a factor of innovation institutional development aimed at overcoming institutional and structural defects of the national education system, formation of human capital quality and new software it needs government, science and business, education effective interaction with all components of national innovation system through the implementation of institutional changes especially in the content of education, its orientation and structure of the economy and education in managing it. The methodological approach to assess the impact of education on macroeconomic performance by replacing the analytical model generalizing parameter to "real national income, expanded base model due to the intangible areas of production and the treatment of price factor on the synthesis rate. The methodology for determining cost-effectiveness of education at the level of individual human capital by using two criteria: net present value and internal rate of return, so you can evaluate not only absolute, but relative performance. Introduced new principles of education, measures for the improvement and strengthening of control over the direction of "Education and Health, measures to improve the quality of education, the theoretical model of education to transform the institutional factor for innovation development.
