Essay

In the dissertation the actual problem of forming of information society in realities of globalization is researched. Development and forming of information society in Scandinavian countries are considered, in particular peculiarities of development, acceptance and effective implementation of proper information and communication strategies of Sweden, Finland and Norway. It is systematically examined main factors the processes of making and implementation of these strategies were caused by. Main attention is concentrated on finding out the national specific character of forming considered information societies.In the work an attempt to comprehend critically the experience of Sweden, Finland and Norway in ICT using for adopting its certain components for making of information and communication strategy of Ukraine is done. Basing on generalization of Scandinavian countries experience the main components of the strategies are defined. In Sweden, for example, this is a swift implementation of scientific and technical achievements in industry, allocation of funds to R&D; in Finland it is worth adopting the principle of introduction of new technologies in public administration, and in Norway it is worth adopting the principle of life long learning and possibility of work on-line. Practical recommendations for using effective mechanisms of information society building in Ukraine are developed.Positive references on the results of research are gotten (National Aviation University, Institute of International Relations, Department of International Information; Ministry of Foreign Affairs of Ukraine).
