Gotun A. New information and communication technologies in the global system of political communication

In the dissertation the problem of the use of new information and communication technologies in political communication in the age of globalization is studied. The influence of globalization processes and new facilities of mass communication on the structure and methods of political communication organization are considered. The interdependence between distribution of information and communication technologies and development of democratic processes in society is defined. The role and value of practical application of new information and communication technologies in political processes in the age of globalization are rationalized.The dissertation also studies, analyses and systematizes experience of the use of new ICT, Internet in political communication during election campaigns 1992-2009 in the USA, Great Britain and other countries of the world.The peculiarities of influence of modern information and communication technologies on the processes of political communication in activity of Ukrainian public authorities - legislative and executive - are explored. Conclusions are prepared with regard to the prospects of Ukrainian parliament participation in a global collaboration with parliaments of other countries in the issues of exchange, development and introduction of new ICT, together with the recommendations on the increase of parliament's role in political communication.
