The dissertation gives the analysis of scientific, organizational, social and also historical sense and contribution to the railways development of the famous domestic railways builder I.S. Bloch who was the scientist in the field of economical development, railways statistics, finance, agricultural service, international relations and fighter for general and complete disarmament. This work describes I.S. Blioch significance and great services for the domestic railways development in the second part XIX - beginning XX centuries. Author systematized materials from the different data sources and by this described the full picture of the railways building, science development and the development financial and economical relations of the Russian Empire Railways and the historical territories of the modern Ukraine.
