The thesis is devoted to the complex research of views of the ukrainian and russian lawyers-specialists in international law on the idea of state sovereignty and their influence on the development of international legal doctrine of sovereignty. Research of ideas about sovereignty by ukrainian and russian scientists was started from the period of appearance of science of international law in Russia (XVIII century). It is noted that in this period science of international law was developing mostly by the effort of diplomats-experts. That is why contractual practice of Russia is analyzed and this enables to define the ideas on sovereignty which were fixed is a basis of foreign policy for the aim of protection of national interests. Historical events which influenced on the development of conception of sovereignty are defined. Separate works of ukrainian (representatives of Kharkiv, Kiev, Novorossiysk Universities) and russian scientists are examined; a scientific estimation is given to their ideas; their influence on genesis of the concept of state sovereignty is shown. Views of ukrainian political figures who were authors of national idea of state sovereignty are analyzed. The leading ideologists of two main ways of creation of ukrainian statehood were N. Mikhnovskiy, who came forward for the independent Ukrainian state and М. Grushevskiy, who wished to see Ukraine in as a part of Russia built on principles of democracy and federalism. Practical steps and acts which were accepted for the construction of the Ukrainian national state system are considered (beginning XX cent.).
