Stadnik A. The government system of the general secondary education at regional level

The subject of investigation is the processes of state management of general secondary education of the region. The purpose of investigation is the development of theoretical and practical principles for improving the state management of general secondary education of the region and justification of new methods of interaction in the system "General secondary education - out-of-school education - professional education" in the context of regional educational area. The methods of research are analysis and synthesis, archival research, content analysis and modeling. The practical importance of the obtained results consists in the development of theoretically justified recommendations for improving the state management of general secondary education at the regional level in the matter of providing the processes of integration and implementation of specialized education. The scientific novelty of obtained results is that first the system of administrative influence, used by the regional government, on the general secondary education has been developed; the informative aspect of improving the system of state management of general secondary education for providing the integration process and implementation of specialized education has been emphasized. The system of principles of training the pedagogical personnel of general secondary education used for providing the corporate education of specialists; content and structure of administrative competence of executives of general educational establishments in accordance with the requirements of modern society and including the reforming of the social roles of members of the educational process, have been improved. The treatment of concepts of the theory of educational management "state policy in the education of the region", "management of the innovations in the sphere of education", "personnel policy in the education", educational area of the region"; educational methodological approaches to the definition of productivity of functioning of the regional system of general secondary education for providing the conditions for effective professional personal self-determination based on the implementation of specialized education; system of education of competence level of educational executives as the aggregate of conceptual components including modern requirements to the professionals in the educational sphere, have been further developed.
