Essay

The author's approach to the research of the manmade environmental impact on market value of land is presented in the dissertation. For manmade environmental impact incorporation into urban land valuation, the solving paths that facilitate the information support and eliminate the gaps in a legal framework are proposed. The substantiation of the transition from the economic to the environmentally-oriented economic model of land management in Ukraine is given in the research as a basis for balanced and sustainable development of urban areas under the market conditions. The term of "manmade environmental factors" has been developed and detailed. The three line nature of manmade environmental factor impact on market value of real estate is advocated in terms of environmental conditions of the area (location factor), environmental encumbrances, and financial liabilities caused by violation of environmental protection law. The methodology of the expert appraisal of urban land with respect to manmade environmental factor incorporation is developed in the paper. The support tool that integrates fuzzy techniques for analyzing manmade environmental impact on market value of urban land and identifies the desirability functions for environment is developed for decision-making support of land valuation surveyors. The evaluation of manmade environmental impact on market value of urban land is performed on the regional and local scales. The developed methods and models are applied in the program product ECOMAP that enables the appraiser to identify and incorporate the integrated environmental index into the valuation of urban land.
