Essay

The thesis is dedicated to the elaboration of the methodology of state external debt management to mitigate the debt risks and attain to the optimum correlation between the extent of risk and expenditures on servicing the debt. A concept of external public debt management has been initiated. The concept can be expressed through the following principles: insurance of macroeconomic stability, carrying out progressive structural transformations, reduction of a debt burden and external debt, investment stimulation, provision of a state debt security and minimizing the impact of public debt financing on the state of the domestic financial market.
