Essay

Dissertation work is dedicated to a comprehensive study of International standards of status and functioning of national institutions for the promotion and protection of human rights. In dissertation it is grounded that the Principles relating to the Status of National Institutions (1991) (The Paris Principles 1991) are the international minimum standards that are to be taken into account by states in the course of establishment and strengthening national human rights institutions. Considerable attention is given to the determination of status of national human rights institutions in the framework of universal and regional state cooperation, forms of collaboration between international organizations and the national institutions for the promotion and protection of human rights. In dissertation was investigated legal status of international organizations' acts dealing with national human rights institutions and grounded their legal meaning, despite there are non-binding nature. The author has proposed the definition of a National institution for the promotion and protection of human rights and the classification of such institutions. A separate chapter of the thesis is devoted to analysis of the institute of Ukrainian Parliament Commissioner for Human Rights in the contest of its conformity with the Paris Principles 1991 and there also laid out the offers regarding the compliance Ukrainian ombudsman with international standards in this sphere. Furthermore, in the said chapter the author substantiates the necessity of additional mechanism for protection of human rights in Ukraine.
