Essay

Formulated in the proposal can be taken as a basis for defining the objectives and instruments of state economic policies aimed at ensuring the stabilization of the real estate market, limiting the influence of the global financial crisis and promoting macro-economic development in general. Novelty: first settled patterns of cyclical real estate markets, which consist in enhancing the relationship of different cycles (including cycles of different markets, the cycles of real estate markets and the national economy, the cycles of the national economies within the global economy) and in education and a burst of speculative bubbles. Justified by the features of cyclical real estate markets: (a) time synchronization cycles of real estate markets around the world and the globalization cycles, (b) the impact on the dynamics of other related markets, the economies of individual countries and the world economy as a whole, (c) changes in the characteristics of cycling ( cycle parameters - amplitude, frequency and duration of oscillation, cycle length, trend), which provided their formalization appear as a growing trend to reverse localized phenomena of decay, in aggregate, this allows us to study the dynamics of the real estate markets in the context of global economic instability. Scientific research and practical guidance of the dissertation have been used in the management of capital construction of the executive committee of the city council of Poltava, Poltava regional branch of the Association of Realtors of Ukraine, OOO "City agency" Poltava property". Certain statements and conclusions of the dissertation are used in the teaching of subjects "Macroeconomics" and "Mortgage" in higher education Ukoopspila "Poltava University of Economу and Trade." Individual results may be used to develop approaches to the management processes in property markets caused by the cyclical, in the context of increasing global instability.
