In the thesis foreign policy of the 44th U.S. president B. Obama to the Russian Federation is thoroughly examined; conceptual grounds of U.S. foreign policy on Russia are analyzed; comparative analysis of foreign policy of US administrations in the times of Bill Clinton and Barack Obama on Russia is being done; a sequence between Barack Obama's foreign policy and the policy of J. W. Bush is defined; a detailed analysis of the impact of Barack Obama's surrounding on US foreign policy is presented, as well as the main factors forming the new U.S. foreign policy on the Russian Federation are found out; the assessment of capabilities and ambitions of Russia to have both regional dominance on the former Soviet Union countries and to use "window of opportunities" to implement its own hegemonic plans to dominate in the international system is given; attitude of Russia to the problem US leadership in the world under conditions of other centers of power, including "BRIC" countries is shown; problems of maintaining U.S. leadership in the world in terms of structural transformation of the international system analyzed; transformation of international security system under governing of new presidents of Russia and America are considered; measures of Russian government that complicate positioning of the West in the international system as integrity are found out; U.S. foreign policy and Russia on key international players and international regions of tension is examined; common features, as well as different ones in the foreign policy of USA and Russia on Iran, Iraq, Afghanistan, North Korea and the CIS countries are established; The influence of foreign policy interaction between Russia and the United States to Ukraine is proved.
