The object the research is socio-cultural environment of municipal government. The goal of the dissertation is a scientific ground and practical realization of the approach to forming of organizational culture of municipal management as a factor of increase of it quality. Methods of the research are comparison and analogy, analysis and synthesis, expert questioning, formalization, grouping and classification. The scientific novelty of the results: the approach to forming of organizational culture of municipal management as a factor of increase of its quality is proved and practically realized the conception of organizational culture of municipal management is offered the approach to forming of organizational culture of municipal management. Facilities of institutional registration of organizational culture of municipal management through development of the proper settings; approach and the to diagnostics of organizational culture of municipal management are improved; the further development is given to: opening of factors of influence of organizational culture on quality of municipal management; the author determination of the concept "organizational culture of municipal management"; use of conceptions of modern public management as pre-conditions for determination of requirements to the changes of organizational culture of municipal management.
