The dissertation based on a systematic and integrated approach examines contemporary human resource policies in the sphere of physical culture and sports within the overall socio-economic strategy of modernization of China, explores the process of improving the management occupational specialists in the field of physical culture and sports. We consider the implementation of state personnel policy in the province of Hebei in the field of physical culture and sport which consists of a number of priority trends. It reveals elements of the conceptual apparatus, where a special significance in the general scientific notion becomes a profession. Analysed are the negative factors influencing the professional activities of specialists of physical culture and sports. In this thesis justified is the use of composite components and program-oriented management approach, based on which developed targeted programs to improve the management of professional specialists of physical education and sport in Hebei Province in 2010-2015, the analysis and testing of program and implementation of targeted activities in the work of state bodies of provincial governments on the basis of expert estimation. Researchers point out and substantiate the effectiveness of planned activities, indicating the versatile and effective impact of program activities to improve the quality of management decisions, increase scientific management, improve coordination, identification of quantitative and qualitative perspectives of development of the sphere, a detailed study of personnel problems.
