Investigation of theoretical and practical, organizational conditions of foundation and development of axiological content of pre-school education in Ukraine in the middle of XIX - 20th of XX century are exposed in this work. The content of professional training of pedagogical staff for pre-educational establishments on the basis of pedagogical axiology is reproduced. Specific things about the content and the form as well as leading tendencies of value-oriented education among pre-school students in the context of social institutions' activities are found out; the hierarchy of value marks of educational and bringing up activity in kindergartens of Ukraine at the end of XIX - 20th of XX century.
