The dissertation is devoted to the searching of the international legal regulation of relocation of goods across the customs border. The dissertation searched the concept and elements of the modern international legal system of relocation of goods across the customs border. The nature of customs control as a legal form of customs operations is searched. The legal bases and forms of international customs cooperation, that emphasized the urgent need to improve their legal regulation, are analyzed. The author determined further harmonization of the customs legislation of Ukraine on the basis of application of the risk analysis system and management over them, and the post audit control, as the possible ways of optimizing the customs control. In-depth study of the organization and implementation of customs control, the specific proposals for improving the legal regulations and control activity of customs authorities are formulated.
