Karakay M. Strategy of the youth policy in the region

Object of the research is the processes of state regulation of the system of formation of strategy of youth policy in the region. The aim of the research is the development of theoretical positions, development of scientific-methodological approaches and practical recommendations for developing effective strategies for the formation of youth policy in the region. Methods of research - induction, deduction, dialectics, system and factor analysis, abstract-logical and system analysis, abstraction, optimization. The practical significance of the research lies in the fact that the theoretical provisions and conclusions directly brought to the level of concrete practical suggestions in the activities of regional and local authorities. Scientific novelty of the results is that for the first time formed socio-demographic portrait of the youth and expanded strategy formation and implementation of youth policy in the region through the development of a youth consultative-deliberative structures under the bodies of state power in the modern conditions. The content of the term "state youth policy" as a separate system, directions of theoretical and practical activities of state power bodies on ensuring the conditions and social guarantees for the development of young citizens, having focused and providing declared and set higher the legislative bodies of the rights and freedoms of the young man, that creates the necessary conditions for its effective social formation, the development of abilities, realization of creative potential as in their own interest, and a specific region, society as a whole; the methodical approach to the formation of the model of interaction of bodies of state power at the level of the region with the youth as a set of tools, organizational and information support, which in contrast to the foreign account of the specific features of the formation and development of the Ukrainian youth from the position of generalization the peculiarities of its functioning as a separate socio-demographic groups; mechanism of program-target planning of youth policy at different levels of governance in Ukraine through the dissemination of methods of socialization processes of formation of specialized target programs, which allowed to form effective state youth policy as an integral system in the conditions of regional traditions and specificity of the youth movement, the demographic situation, the structure of the national economy and of the financial and economic position of the region, features of cooperation of the bodies of authorities with young people improved. Classification signs of systematization of the specific features of the youth from the position of a generalization of the peculiarities of its functioning as a specific socio-demographic group, which justify the need to improve the mechanisms of the target-program planning the youth policy of the bodies of state power in the region have received further development.
