Essay

The thesis is devoted to the complex research of the theoretical and applied bases of financial flows functioning in the development of globalization processes. Much attention has been focused on budget financial flows of the European Union. The evolution, reforms, tendencies and contradictions of formation and functioning of a single EU budget have been investigated and scientifically motivated as well as peculiarities of the budgetary process of EU in general. Forecast estimation for forming revenue part of a single EU budget has been provided in the dissertation. The thesis examines the essence, principles and current structure of the monitoring and control of financial flows in the EU budget. The methodical approaches to developing an effective monitoring system of financial flows at the level of the European Union have been identified and systematized. It is proved that the results of monitoring are important element in the formation of the EU budget process. Scientific principles and generalized facts developed and obtained by the author as a result of the investigation are considered to be independent contribution of the author to the development of the priority areas of a system of budget monitoring and uniform system of financial control as well as improving the budget process in Ukraine.
