Emission rights are conceptualized as an institutionally determined production factor in a national economy and, on the other hand, as an intangible asset with an inherent utility for economic agents. The proposed theoretic approach recognizes the mutual influence of politcal and technological factors of emission rights demand and supply in both qualitative and quantitative dimensions.
