The thesis has been substantiated that the emergence and forming of the offshore zones in the world economy was an objective process caused by inadequate development of economic relations. It is proved that for the countries with offshore regimes, the offshore zones are not only economic territory areas but represent the conception of development, just the "industry" of services.
