Essay

The object of the study: the processes of state administration over the medical education. The aim of study: the development of theoretical positions, methodological bases and practical recommendations for the formation and improvement of state administration mechanism of medical personnel practical training. Methods of study: dialectical method; general principles of conducting of scientific researches; forecasting methods; simulation and synthesis of independent characteristics; abstract-logical method; synthesis; comparative analysis; analysis and synthesis; systematic approach; historical analysis. The practical significance of results lies in the fact that the developed in the present thesis work approaches, tools and findings represent the methodological framework of the state administration mechanism of medical personnel practical training improvement. The scientific novelty of results lies in fact that it was the first time when the conceptual basis of formation and implementation of the comprehensive approach to the process of medical personnel practical training in higher education institutions improvement was suggested. Were implemented: the methodical approach to the formation of state program of medical personnel practical training; the system of principles of medical education development through the process of supplementing them with specific additions; methodological principles for the formation of strategic directions of higher education institutions activities development. Further developments have got: the systematization and generalization of the foreign countries' experience in the process of higher and postgraduate medical education organization; theoretical and methodological provisions for the formation of professional competence of medical personnel in the context of the concept of the continuing professional education getting; organizational and informative model of medical personnel practical training.
