Essay

The thesis is devoted to systematization of philosophical and methodological principles and characteristics of quality and accessibility of higher education in the field of philosophy of education. The indicators of quality of higher education are generalized and hierarchizated. The complex analysis of the criteria for the accessibility of higher education is implemented on the base of the international experience. The theoretical and praxeological priorities of combination of equal opportunity and quality of higher education are also grounded. The author analyzes the most effective and efficient ones, namely: implementation of transparent and objective mechanism for knowledge evaluation; development and implementation of large-scale programs of preferential crediting for higher education; obtaining funds of public and private enterprises for target training; formation of evaluation system of the educational services' quality. The invariant of the education's quality is defined, which is the optimum combination of form and content of educational procedurality.
