Syvak T. Regional Interests in the System of Public Administration of Ukraine: Principles Legitimacy and Realization Model

Principles of legitimacy and model of realization of regional interests in Ukraine. To prove principles of legitimacy of regional interests as conceptual basis of new model of regional government; to offer conceptual model of realization of regional interests and to develop algorithm of its practical use by bodies of the public power according to the concept of regional democracy. Research methods are: abstraction, generalization, the analysis and synthesis, an induction and deduction, the logiko-semantic, system-analytical, retrospective and logic approach, the comparative and system analysis. It is proved that regional interest as a separate kind of territorial interest, staticizing requirements of territorial communities within area, creates, on the one hand, precedent of its aggregation and an articulation subjects of regional government, and with another - potential of legitimacy of the regional power. The recognition subjects of public management of regional interest as objective phenomenon is the formation precondition in Ukraine of institute of regional democracy. Set of principles of legitimacy of regional interests which establish requirements to the organization of process of a recognition and legalization interests of territorial community within area is proved: formation of a democratic political mode; a recognition of variety of interests; taking into account of hierarchy of territorial interests; development of institute of regional self-management; the coordination of interests - the purposes - resources. The conceptual model of realization of regional interests in which basis consecutive realization of following stages lies is developed: comprehension of requirements of regional community through procedures of aggregation, an articulation and an objectivization subjects of public management of regional interest; legitimacy of regional interests under conditions of conformity of resource maintenance of this process and the subject - subject politiko-legal relations; recognitions, regional interests, public; Realizations institution alternatives of legitimacy of regional interests. Results are introduced in the Odessa regional state administration, the Kherson national technical university, Savranskom regional council of the Odessa area.
