The object of study - activities of local authorities. The purpose of research - Scientific ways to improve the forms and methods of local government. Research methods - dialectical, system analysis, quantitative and qualitative analysis with economic and statistical methods, induction and deduction. The practical significance of the study is to justify the theoretical and methodological foundations for the development of forms and methods of local government (for example, the city of Makeyevka). Scientific novelty of the study is that the first time a comprehensive approach to the formation of a qualitatively new system of work with staff in the field of local self-government is proposed, in essence it is to create a model incorporative municipal personnel policy as a basis for modernization and economization of managing a large city, which provides the logic reform the regulatory framework, to form a unified professional culture, and the formation of the modern self-learning system. Improved conceptual approaches to strategic planning in local authorities with regard to such areas of development, such as: diversification of the city's economy through the use of the available resource base and the attraction of free labor, activation of science, technology and innovation in the city, creating the conditions for implementing the principles of the social role in society and the development of social infrastructure, improving the livelihood of the city, a methodical approach to the implementation of project management in the activities of local governments, which allows to determine the complexity of the action, and personal responsibility for the problems, the distinction between perpetrators and direct involvement of the project manager in the process strategic planning. Theoretical provisions for compromise public interest on the basis of interaction of government with local authorities, who have two legal grounds and out of the common problems in the field of economic and social development and the principles of the local government in the implementation of forms, such as an active dialogue, providing two-way exchange of information between the authorities and the public in the form of questions and answers, as well as openness and transparency of local government, to identify factors affecting the condition and development of local government in the city, namely: the construction of a functional civil service management and service in the local government, reforming the system of training, retraining and advanced training of civil servants and local government officials, the use of modern methods of assessment officials developed further.
