Doskalenko Y. The Conceptual Basis for the Formation and Development of Social Capital at the Level of Interaction between the Public Authorities and the Community

Conceptual Foundations of the formation and development of social capital at the level of cooperation between public authorities and the public. The aim of the research is to develop a scientific basis and conceptual framework of formation and development of social capital at the level of cooperation between public authorities and the public and determination on this basis directions increase efficiency of public administration. Analyze the development of the concept of social capital in domestic and foreign theories, organize and summarize its basic definitions and approaches, to identify the specific formation and development of social capital at the level of cooperation between public authorities and the public, investigate and substantiate the forms of cooperation between public authorities and the public that promote the formation of and the development of social capital; summarize international experience of public and fostering the development of social capital and assessing its condition, to determine in the context of the implementation of the main directions of research relevant innovations in the modern practice of public administration in Ukraine. Methods: method determinism method of dialectical logic, the method of formal logic, the method of systematic approach, the structural-functional approach, method comparison and statistical analysis, sociological method, network method. Conceptual situation and obtained new scientific results that collectively solve important scientific tasks theoretical and practical bases and support the formation and development of social capital at the level of cooperation between public authorities and the public. A theoretical understanding of the concept of "social capital" on the level of cooperation between public authorities and the public as a combination of structured and result relations between public authorities and the public, based on the norms of mutual trust and commitment, which allows the public performance of public authorities. Substantiated from the standpoint of public-management approach, the role of social capital as a source of self-organization of society that encourages social activity and mobilize internal resources of the community, creating conditions for sustainable development and address the pressing problems of life of citizens of Ukraine on the basis of consolidation of socially active and responsible participants chotyrysektornoyi social interaction.
