Essay

The thesis is devoted to the problems of formation of the institute of state criminal responsibility (hereinafter - SCR) in positive international law. The paper highlights the essence of the SCR concept, substantiates actualization, implementation principles and the effectiveness of such responsibility under globalization of international relations. It is proved that international legal practice formed the objective prerequisites for the development and implementation of SCR concept and that responsibility under the specified concept does not conflict with the principles and norms of international law.
