Essay

The thesis concerns the phenomenon of philosophical reflection of the bureaucracy, which is inherent in any social system that exists on the background stage and covers not just a one particular segment of society but permeates every aspect of human life. Under the influence of bureaucracy and bureaucratism get both science and education as a certain form of activity and consciousness. As a result a scientist, a teacher has pretty much turned into an official, a simulator a functionary and plunged into a complex bureaucratic system of relations. The sources of the social reproduction processes and the phenomenon of bureaucracy in education and research were named, its social nature as a separate status group in the organizational system of universities was found, the functioning of higher education institutions in terms of "education bureaucracy" as one of the foundations and the driving force of reform (deformation) of higher education was cleared up. An adaptation phenomenon of bureaucracy to any systemic change in education was disclosed and trends in philosophy, in collaboration with civil society were described. The strategic guidelines of good governance implementation in the field of education and science were named.
