The object of the research is the functioning of local self-government in the field of management education. The purpose of the research is to develop complex conceptual positions on the institutionalization of local self-government as a subject of education management on the basis of the cluster approach in the field of public administration. Scientific novelty of the results lays in justification the conceptual provisions of institutionalization of local self-government as a subject of education management on the basis of the cluster approach in the field of public administration, providing appropriate recommendations for action. First revealed the nature of institutionalization of local self-government as a subject of education management on the basis of the cluster approach, based on the organization of interaction of regional and local self-governments, businesses, educational institutions and community organizations to improve the quality and accessibility of education within a single educational and professional information space, that is composed from the initiative of the local authorities; improved: the conceptual provisions regarding applying the cluster approach in the management of public education on the basis of domestic and international experience, aimed to strengthen the role of local authorities, identifying factors strengthening the role of the institute of local self-government in public education management and functions of local self-management education in the context of decentralization, based on their relationship to the evolution of the functions of education and focus at the formation of a modern and efficient education system, that can fully satisfy regional and local needs for skilled workers; the principles of the introduction of elements of state-public education management based on defining the logical workflow of management process that allows you to emphasize the stages of development and implementation of developing education management strategy in the region on the basis of clustering with a territorial community, developed further: concepts and categorical apparatus of the subject area of еру research, namely the "institutionalization", "institute", " institution, "institutionalization of local self-government as a subject of education management "- based on the nature of education as a field related to the development of civil society, the basis of improving the system of financial support of educational institutions in the cluster by the contribution of each participant.
