Essay

In dissertation the author analyses the theoretical aspects of intellectual property and distinguishes it from intellectual property rights. The economic nature of the first one is explained through the essence of relations rather than legal forms of its organization. There is regulation of these relations at global, regional and national levels that are being researched. The author analyses complex theoretical and empirical aspects of functioning of intellectual property relations and its' regulatory mechanisms regarding creation, impropriation, management and exchange of intellectual capital in the world economy. The research over the institutional and functional structure of regulatory bodies enabled the author to develop a methodology for assessing the maturity and effectiveness of a national regulatory system. In dissertation the author analyses experience of developed and developing countries in evolvement and regulation of intellectual property market. Through segregation of different practices of regulation via domination of state and/or private sector the author suggests to classify all the systems into five typical models with specific characteristics: state mono-centrism, the market of import, private mono-centrism and private poly-centrism, intellectual socialism. For the purpose of assessing of the amount of required state financing of innovation activities in Ukraine, the author developed a regression and correlation model. In case of stable trend of annual non-governmental financing, the model is capable of forecasting the required amount of state financing for Ukraine in a short term period.
