Skolozdra M. Elaboration of methodological foundations of competency assessment for testing laboratories

Dissertation is devoted for solution of actual problems of optimization parameters competency in testing laboratories. Personality has been examined, its physiological quality and capabilities of their assessment, the influence of various factors on the performance of the individual; socio-psychological aspects of personality has been justified that affect the activities related to the metrological assurance and conformity assessment; role of motivation has been examined in staff development; personal errors and reducing ways have been analyzed in the measurement process; professional selection, control and performance management have been analyzed. Legal framework of management personnel has been analyzed for Ukraine and abroad; major requirements for personnel in accordance with the methodology of total quality management has been justified; requirements has been analyzed for competency testing laboratories according to the standard of ISO / IEC 17025. Algorithm has been developed for estimation the competence of testing laboratories; methodological support assessment of professional competence of testing laboratories has been developed; technique of optimization parameters business qualities and effectiveness of personnel in testing laboratories has been proposed.
