Essay

The object is the United States foreign policy. The aim is to study the maintenance and mechanisms of forming and realization of the U.S. foreign policy strategy towards the Black Sea Region. Methodology is findings of realist and neo-realist theories; system, activity and geopolitical approaches; structural-functional, institutional, comparative, behaviorism, normatively-valued, functional, historical-genetic, comparative-historical, historical-typological, problem-chronologic methods; the analysis and synthesis, induction and deduction, abstraction and convergence from abstract to concrete, the analysis of documents and scientific publications. The U.S. foreign policy strategy towards the Black Sea region since the end of the 'cold war' till nowadays was analyzed comprehensively in the dissertation. The author characterized processes and mechanisms of its conceptualization, formalization and realization. The findings of the comparative analysis of fifteen National Security strategies of the U.S. passed in 1987 - 2010s made in the thesis allowed selection of contents of the U.S. foreign policy strategy towards the Black Sea region, factors of its continuity and variability, and characteristic of five stages of its evolution: 1987 - 1994, 1994 - 1997, 1997 - 2002; 2002 - 2010, 2010 till nowadays. The author characterized the role of the U.S. State Department as a key body in formation and realization the policy towards the Black Sea region in 1993 - 2012, and selected and characterized a key role of an American think tank the German Marshall Fund in conceptualization the U.S. foreign policy strategy towards the Black Sea region on the concept "the Wider Black Sea region". This concept highlighted the key role of the Black Sea region in ensuring the Euro-Atlantic security and necessity of working out the comprehensive regional approach. The author gave reason, why this concept was in crises those days. Mechanisms of shaping and realization of the U.S. foreign policy towards Ukraine were characterized, and priorities of the Obama administration towards Ukraine were selected and analyzed. Application spheres are activity of Ukraine foreign-policy departments, training courses.
