Essay

The dissertation is focuses on the research of theoretical and methodological foundations of information security supporting in Ukrainian libraries. As a result of investigating the state of scientific research of the problem of information sources protection was highlighted as well as information security for library users. The content and the system structure of information security of the public library as a social and communicative phenomenon were revealed. Specific peculiarities of such social institutions as subjects of information security supporting were also highlighted based on the study of the essential functions of libraries. System relations between such phenomena as: "national security", "information security", "information library security" were defined. Legal aspects of the electronic resources protection and library users security, including the rules mentioned in the official documents of Ukraine and international laws and regulations were characterized in detail. Conceptual foundations of information security system of the public library were defined and at the same time new stages of realization of administrative and organizational measures to protect electronic resources and support library users' information security were proposed. It was scientifically proven that information security supporting must be comprehensive and include as administrative and legal, technical and technological and organizational directions caused by polyfunctional and multidimensional security information environment. Besides, the necessity of making and usage of the information security library Concept was proved as a reflection of a complex approach to the problem of LISS.
