Essay

Organizational and legal mechanism of examination of normative acts in the system of public administration. Scientific and practical study of organizational and legal mechanism of examination regulations, the use of which will increase the efficiency of public administration in Ukraine. Explore the theoretical and methodological principles of legislative activity of the public authorities and to identify factors that affect the quality of regulations, clarify the classification essential features "examination regulations" and figure out its meaning, summarize international experience organizing and conducting the examination regulations define the basic implementation of the current innovation trends to improve the quality of regulations in Ukraine, and the methodology to analyze the organizational and institutional framework examination regulations in the public administration system, offer methodological aspects of the ethical review in the legislative process, to outline areas for improvement of public examination as one of the tools of examination regulations including justification applied aspects on the use of instruments of examination regulations of the local authorities. Research methods include: comparative, logical and semantic methods of systematic approach, systematic and structured method, retrospective analysis. Rationale for introducing organizational and legal mechanism of examination regulations in the public administration system aimed at improving the quality of regulations as a major means of regulating relations in the sphere of public authorities. Based on current approaches in public administration defined conceptual principles of complex examination regulations in the legislative process involving the introduction of expertise, organizational and legal framework, the use of appropriate methodology for examination, starting with design and finishing with implementation and subsequent tracking of regulations, reasonably introduction axiological component in the legislative process: in particular ethical review as part of the examination regulations aimed at identifying potential moral hazard for human development. Case studies in the activities of the Odessa City Council, Odessa Regional Council Razdolnensky District Administration of the Autonomous Republic of Crimea.
