Havrylyshena O. Preparation of head of an educational institution to public oriented management during the in-service training

The author considers the problem of training of head of an educational institution to public oriented management during the in-service education. The necessity of implementation of special training for head of secondary educational institution to public oriented management during the in-service training in a Postgraduate Education Institution is proved in the paper on the basis of the analysis of psycho-pedagogical literature, dissertations, current practice of training of heads of secondary schools. The basic concept of "public oriented management" is based and described. The definitions of "government and public management" and "public governance" are developed. The criteria and the level of development of head of an educational institution to public oriented management are determined. The model and technology of development of to public oriented management in the process of in-service training are experimentally validated.
