Essay

The object of study - the state regulation processes of government bodies and agencies. The aim - to justify the theoretical framework and the development of state formation mechanism methods of system employees competence of the prosecution in a transitional society. Research methods - a method many variants of definition, the method of system analysis, structure-function analysis, the comparative analysis and synthesis method, the method of quantitative evaluation, heuristic methods, analysis methods, synthesis, induction, deduction, system, typological and comparative analyzes. The practical results significance s the formation of systemic competence of the prosecution staff Ukraine. Scientific novelty of the results is to justify the theoretical framework and the development of state formation mechanism methods of system employees competence of the prosecution in a transitional society. First grounded theoretical framework and developed methodological support mechanism for the formation of the state competence system of the prosecution staff. Methodical approach to systematic competence in government, methodical approach to the assessment of employee competence of the prosecution, a conceptual approach that defines the controlled transformation conditions of socio-economic systems in transition; functional state regulation component of law enforcement authorities in general, and prosecutors in particular. Received further development of ideas about the effectiveness of government as derived from the competence of the authorities' view, the employees system competence concept of public authorities.
