The features, trends and regularities of European housing cooperation are analyzed. The economic essence of construction-and-savings banks is found out after the example of experience of EU countries and motivating factors relating to initiative of these banks activities in Ukraine is established. Conceptual aproaches to the implementation of the most promising forms of rental housing cooperatives in Ukraine are developed.
