Tavlui I. Organizational and technical principles of improvement of quality management system and evaluating its impact on the competitiveness of higher education

In dissertation studied the current state of documentation in the field of quality assurance and determined that the creation of competitive advantage in the high school environment is the actual design and implementation of QMS expanded, based on the requirements of ISO 9001:2008, ISO 9004:2009, ENQA standards and guidelines EFQM business excellence model and contains the specific requirements of customers. Build a three-tier model of QMS on a display quality, within which improved method for determining the global criterion satisfaction universities that can be applied in the assessment of QMS and the method of evaluation of the implementation of QMS. Accumulation of relevant statistical data in the future will increase the efficiency of project design and implementation of QMS through more accurate planning of time and thus the need for resources. Constructed model of the first approximation for the project management of design and implementation of QMS, based on which the developed method formation and evaluation of QMS impact on the competitiveness of universities. Extrapolated depending enable make demands on key quality indicators for QMS phases of the project life cycle, based on the achievement of specified criteria values of the upper level (the level of self-evaluation processes of the QMS, the level of satisfaction with project stakeholders, the increase in the number of applicants, etc.).
