In this work the concept of professional motivation has observed, the essential features of hierarchy and professional motivation of state employees has identified, the structural dynamic model on which empirically identified and justified the content and processual characteristics of professional motivation of state employees of local authorities of executive power has developed. It was substantiated the recommendations for optimizing the mechanism of motivation of their professional activities.
