This dissertation work presents results of the research of the socio - pedagogical conditions for development of the National Qualifications Framework in the Russian Federation. Analysis of the basic concepts of the research helped to clarify the essence of the notion "national qualifications framework", which is considered as a philosophical, social, educational category, providing quality in the professional education on the basis of its modernization, taking into account not only the changes at the state level but also the progressive pedagogical foreign experience, preserving and enriching the national theory and practice of standards development with the subsequent focus on its authenticity to modern requirements. On the basis of retrospective analysis socio - economic background of a national system of qualification in the Russian Federation were identified: developed economy, creation of new approaches to the development of social partnerships, integrated system of qualifications, based on the competence approach, consideration of key international trends and recommendations and renewal of legislation on this base. Socio - pedagogical conditions of development of the National Qualifications Framework of the Russian Federation were identified: alignment of the regulatory framework, creation of the National System of standards, development of the National Qualification Framework; reflection in the national system of qualifications requirements of the Bologna process. Analysis of the legal basis for creating the NQF in the Russian Federation has shown that it was developed and implemented on a statutory basis, created on the basis of modern national and international requirements for the modernization of higher education in view of the European experience. Trends of standardization in education as a compulsory part of the National Qualifications Framework of the Russian Federation were identified: improvement of the legal framework, strengthening the role of national standardization system in addressing public problems, development of the structure, economic foundations of standardization, information support in this sphere, improvement of cooperation with international and regional standards organizations. It is revealed that for the success of implementing the National Qualifications Framework necessary factors are: regulatory and legal framework, together with the broad participation of social partners and stakeholders; integration efforts of education system and employers, inclusion of the regional governments, industry associations, chambers of commerce; popularization the National Qualifications Framework among the population; its gradual implementation in coordination efforts at the political and practical levels, in terms of structural and cultural changes in the education sector. It is proved that the reflection of the Bologna process in the national system of qualifications of the Russian Federation contributes increase to the competitiveness of Russian education, teachers, researchers and professionals in the global labor market; consolidated renewal of all parts of the educational activity. Analysis of the Russian experience in the development of the National Qualifications Framework allows to identify possible areas of use of its progressive ideas in Ukraine: improvement of legislation in the field of professional education, employment and labor relations; approval of the procedure of recognition and equivalence of foreign citizens' documents about education and academic degrees, creation centers for certification; alignment of professional education standards in accordance with the European Qualifications Framework; balancing the requirements of professional standards with quality of educational programs; providing validation of the National Qualifications Framework at the market, regional, and national levels; establishment of permanent contacts with employers, educational institutions and monitoring of the labor market ; introduction of incentive mechanism for further education of citizens throughout life; creation of scientific and methodological support of the National Qualifications Framework; deepening international cooperation in the formation and development of national qualifications.
