Essay

The dissertation is devoted to the scientific rationale and implementation of tobacco control system. Relevance of this study is due to the estimated 14.8% of total mortality, 12.8% of disability-adjusted life-years, and 13% of the disease burden caused by tobacco in Ukraine as of early 2000s. The theoretical input of the study includes substantial development of the theory of social medicine concerning cross-sectoral public health activities among different population groups. The practical significance of the study results is that they have become the basis for developing a comprehensive system of inter-sectoral response to the epidemic of smoking in Ukraine. The study results were implemented at the national, sectoral, regional and local levels and have proven effective from medical, economic and social standpoints.
