The thesis analyzed comprehensively address the main principles of social and cultural needs of citizens in a pluralist segmentation of the Ukrainian society. We prove the urgent need to improve to meet the principles of social and cultural needs of the population of Ukraine and in-depth study of foreign experience in this area as an important factor of European integration of Ukraine. Suggested a clear structuring of social and cultural needs. Considered a conceptual framework to meet the needs of the regional socio-cultural level, in terms of integration of ethnic minorities and foreign Ukrainians. It is proved that sociocultural processes are an important factor in national development of the Ukrainian state, the guarantor of its permanence, the formation of a common cultural space. The main difficulty in meeting the social and cultural needs, which determine the socio-cultural confrontation in the Ukrainian society. Main principles of social and cultural needs of intrinsic internal characteristics defined: the development of spiritual and philosophical values that mark the national identity and symbolic outline on the basis of its common cultural space, promotion of national historical memory, the use of linguistic information, education and socio-cultural space as a tool, meeting the social and cultural demands of national minorities of Ukrainians abroad. Provision of social and cultural requests of citizens of Ukraine, in particular at the regional level, ethnic minorities and foreign Ukrainians, given the threat of disintegration of the Ukrainian society, must remain a priority of public policy as an attempt to develop a dynamic and effective principles for effective solutions to existing problems in the linguistic, ethnic and inter-religious plane.
