Essay

The thesis is devoted to the problems of human rights protection while international legal countering terrorism. The problem of human rights protection in context of terrorism is proposed to be considered in a broad international-criminological sense involving not only violations of human rights committed during terrorist attacks, but also insufficient realization of human and peoples' rights (in particular, right to development) under conditions of globalization as one of the factors of terrorism and violation of human rights and freedoms while countering terrorism. It is proved that international law of human rights and international antiterrorist law are in a close correlative link which can be considered as a factor of effectiveness of mentioned branches of international law. On this basis, possible ways of international legal norms and regulations formation are suggested in such a way that they (norms) can influence both the improvement of international legal protection of human rights while countering terrorism and simultaneous deescalation of this crime.
