Essay

Thesis is devoted to analysis of the essence of the international legal status of minority languages and to suggestion of improvements in the existing institutional mechanisms for the protection of linguistic rights. From a global problem and its manifestations in the international and national levels, the main issues raised therein are the concepts of "linguistic minority" and "minority language", nature of language rights and the status of minority languages in the European constitutional law. The features of construction, the normative content, application and implementation mechanism of the European Charter for Regional or Minority Languages, as a single special international legal instrument in this area, the tendencies of the development of the regulatory complex of international protection of minority language rights, establishing the implementation of the Charter in the Ukrainian legislation are analyzed. The study carried out a comprehensive regulatory - legal analysis of Ukrainian legislation on the protection of minority languages and proposed a number of changes. Of particular importance for the research was the fact that being a party to numerous multilateral international conventions and influential international organizations, Ukraine seeks a full and active integration into the global community, further integration into European structures.
