Object - volitional development of children at the first ontogenesis stages; objective - to determine the psychological conditions of the volitional behavior development optimization of the elder preschoolers and junior schoolchildren; methods - theoretical analysis, systematization and generalization of the psychological data, theoretical modeling, summative and formative assessment, mathematical statistics methods; novelty - it has been defined for the first time that a purposive formation of the elder preschoolers and junior schoolchildren's skills to model speech acts of different types promotes acquirement of the regulating and planning functions speech functions that optimizes development of the ability to construct own volitional behavior; a functionally structural model of optimization of the process of the regulating and planning speech functions acquisition by children while their speech skills formation has been developed; connection between the stages of the elder preschoolers and junior schoolchildren's acquisition of the regulating and planning speech functions and their volitional behavior development levels has been revealed; the concept of the age peculiarities characteristics of the elder preschoolers and junior schoolchildren has been extended by determination of the common factors of their regulating and planning speech functions acquisition, content and components of the speech skills, sensitivity of the regulating speech function acquisition in the senior preschool age and of the planning function in the elementary school age; further development of the notions of "volitional behavior construction", "speech act"; improvement of the volition development means of the elder preschoolers and junior schoolchildren through the creation of the volitional behavior development motivational program due to the children's speech skills formation as a factor of optimization of the regulating and planning speech functions acquisition; results -the developed and tested volitional behavior development motivational program for the elder preschoolers and junior schoolchildren, the tested children's volitional behavior development diagnostics tools may be used by the practical psychologists, educators of the preschool educational establishments, elementary school teachers for optimization of the volitional development process of the elder preschoolers and junior schoolchildren, the research results may be used in the course of the professional training and the practical psychologists professional development; sphere - psychology.
