Chorna L. Formation and realization of a state policy in the sphere of the higher education (system and structural approach to civil educational work in higher education institutions of Ukraine)

Object of study is the state educational policy formation and implementation in higher education. The aim - theoretical positions and scientific development synthesis of guidelines for implementing system-structural approach to the state educational policy implementation in the field of higher education in Ukraine. Research methods - analysis and synthesis; systematic approach; structural-functional approach; design-normative method; comparative method; analysis ambivalent method; hermeneutic and axiological methods. The practical significance of the results is provided in the Family and Youth Office of Donetsk Regional State Administration use some theoretical and methodological terms and conclusions of the thesis have been used in the development and implementation of the Educational work Concept of the Management Faculty, University Development Strategy to 2020, educational programs and plans of Donetsk State University of Management. Scientific novelty of the results is the scientific and methodological approach justification to the state educational policy development and implementation in the field of higher education based on state standardization designing educational systems and universities more efficient structuring components of the educational system. First formed the system-structural approach conceptual provisions as direct state educational policy implementation. Organizational and methodical approach to the educational institutions design; structure implementation mechanism design standardization of educational institutions; structural and semantic models provide university educational system. We got further interpretation of the "educational policy" concepts content, "higher education institutions state management mechanisms", "the educational policy formation and implementation mechanism", "educational system", grouping principles, directions and methods of educational policies implementation in higher education; educational system structure; state youth educational policy grouping problems implementing in general and in higher education of Ukraine.
