In the dissertation the place regional planning documentation in modern conditions the introduction of market relations, the humanization of society and new ideas about the use of the resource potential of European regions and finding ways of development. This report analyzes the changing priorities and objectives in the works of planning areas, ranging from the works of the Renaissance to the present. The author of the region is seen as a complex dynamic urban system (RMS) with all its features. The questions of construction of a model of development of the region and its individual components, defined objectives, principles and criteria for sustainable development and the main factors that affect the development of PMC. This paper presents an algorithm and a set of methods for urban planning at the regional level. Testing the proposed unified methodological foundations considered as an example of three regions of Ukraine.
