Kalmykova O. Іnternational legal cooperation in the system of the Council of Europe in combating racism and xenophobia.

The thesis is dedicated to international cooperation of states in the system of the Council of Europe in combating racism and xenophobia. The concept of the mechanism of international legal cooperation in the Council of Europe system in combating racism and xenophobia and its features are determined. The characteristic of genesis and current state of cooperation among states in the framework of global and regional organizations in combating intolerant attitude is given. A legal status and features of the European Commission against Racism and Intolerance (ECRI) activity are ascertained. It has been proved that such activity is mainly preventive in nature. The legal nature of the ECRI recommendations as "soft law" acts is revealed. The need for improvement of Ukrainian legislation in combating xenophobia and racism taking into account recommendations of ECRI and other bodies operating in the European Council system was argued. Theoretical and practical proposals have been formulated.
