Thesis is devoted to analysis of the process of formation, nature and correlation of responsibility of a state and individual for the violation of international legal prohibition to use of force in the process of formation of the latter. The analysis covers the process of formation and consolidation of the international legal prohibition to use of force, the development of the concept of responsibility of a state and individual for violation of this prohibition. Thesis includes the analysis of main features of responsibility of a state and the individual for violation of restrictions and prohibition the use force depending on the specific historical period. The study provides for a comprehensive analysis of the legal nature of the correlation between responsibility of a state and individual for the violation of international legal prohibition to use of force. It refers to the practical difficulties associated with the implementation of such correlation. Relevant international legal instruments, as well as national legislation of different states were analyzed in order to identify possible ways to resolve the practical difficulties associated with the existence of a responsibility for the violation of international legal prohibition on the use of force in two dimensions.
