At the dissertation the analysis of scientific and organizing, engineering and social activity of a famous domestic engineer-designer, scientist in the area of shipbuilding V.P. Kostenko is given. It is proved, that scientific heritage of the scientist became the basis for developing new ideas and plans about further technical research in the area of shipbuilding. It is determined that V.P. Kostenko's advanced ideas in creating shipbuilding plants and his practical using the new form of ship's hull has made a unique revolution in the history of engineering and created conditions for further violent development of domestic sea and river fleet in the first half of the XX-th century
